Wayne County is a county located in east central Indiana, United States, on the border with Ohio. As of the 2010 census, the population was 68,917. The county seat is Richmond.Wayne County comprises the Richmond, IN Micropolitan Statistical Area. Richmond hosts Earlham College, a small private liberal arts college.

Oxford is a city in Butler County, Ohio, United States, in the southwestern portion of the state approximately 40 miles (64 km) northwest of Cincinnati and 40 miles (64 km) southwest of Dayton. It lies in Oxford Township, originally called the College Township. The population was 23,035 at the 2020 census. This college town was founded as a home for Miami University. In 2014, Oxford was rated by Forbes as the "Best College Town" in the United States, based on a high percentage of students per capita and part-time jobs, and a low occurrence of brain-drain.

Winchester is a city in White River Township, Randolph County, in the U.S. state of Indiana. The population was 4,935 at the 2010 census. The city is the county seat of Randolph County. It is the home of Winchester Speedway.

Franklin County is a county on the eastern border of the U.S. state of Indiana. In the 2010 United States Census, the county population was 23,087. The county seat is the town of Brookville. Franklin County is part of the Cincinnati, OH–KY–IN Metropolitan Statistical Area. The only incorporated city in Franklin County is Batesville, which lies mostly in adjoining Ripley County.
